Legislation designed to prevent the closure of White Haven state center until a comprehensive evaluation is performed and recommendations are made for the relocation of long-term residents was approved this week by the PA House. Rep. Tarah Toohil (R-Luzerne) said that this is a win for those residents who have called White Haven home for decades, and who have no family to assist with the change in living situation. Senate Bill 906 now returns to the Senate for a concurrence vote.

A package of bills designed to redevelop Pennsylvania’s infrastructure, boost economic growth, and provide family sustaining jobs known as “Energize PA” was the topic of a press conference held on Wednesday in Harrisburg. Lawmakers were joined by natural gas workers as well as business advocates to support legislative measures that would revitalize brown field sites and take advantage of abundant natural resources available in Pennsylvania.

House lawmakers have voted to support a 2019-20 General Fund budget that continues a multi-year effort to hold the line on taxes, fees and spending. Total state spending would be set at $33.997 billion, a 1.8% increase over the current fiscal year, which is in line with the rate of inflation. The plan provides for a record level of spending on education and includes a deposit of more than $250 million into the Rainy-Day Fund, the state’s primary “savings account.” Rep. House Speaker Mike Turzai (R-Allegheny) and fellow legislators unveiled “Energize PA,” a pro-growth, pro-jobs legislative package that will create jobs and redevelop infrastructure with no new fees or taxes. Turzai and House Republican bill sponsors spoke at a Capitol press conference this week in Harrisburg about the package that is designed to create jobs, re-use abandoned manufacturing sites, and streamline permitting processes for brownfields and other sites. Legislation sponsored by Rep. Tarah Toohil (R-Luzerne) that would strengthen criminal investigations into sexual abuse passed unanimously in the House of Representatives today. Toohil’s proposal would specify that no past or future confidentiality agreements can prohibit an individual from communicating with law enforcement at any time.
Rep. Toohil said her bill will help to ensure that nondisclosure agreements or similar contracts cannot be used to silence abuse victims and prevent them from speaking out or cooperating with a law enforcement investigation. House Bill 1171 now moves to the Senate for consideration.

Lawmakers, students and supporters of improving workforce development programs rallied in Harrisburg on Monday to acknowledge the successful passage of a Good Jobs for Pennsylvania package of legislation by the full House. The 11-bill package would help match up interested students and individuals with the best training for their career paths. The bipartisan, career and technical education (CTE) package includes measures to address workforce shortages in business and industry, strengthen educational partnerships with employers, increase access to career oriented technical training and alleviate misperceptions regarding vocational education programs. Legislation designed to prohibit the sale of medications containing the cough suppressant medication dextromethorphan to minors was approved Tuesday by the House Judiciary Committee and moved to the full House for consideration. Prime sponsor Rep. Tarah Toohil (R-Luzerne) said this bill will help to prevent the abuse of this drug and bring Pennsylvania into step with other states that already limit the over the counter sale of this medication to children.

House Republican lawmakers are calling on Governor Wolf to sign welfare reform legislation now on his desk to help control spending on state human services programs that are growing at a rate that outpaces available revenue. House Bill 59 would help contain costs for entitlement programs and includes reasonable reforms like work or job search requirements for able-bodied Medicaid recipients. House Republican leaders and a large number of rank and file members joined Tuesday in asking for the governor to sign the reform bill and not follow through on his threatened veto. Rep.
