Toohil Says Yes on State Budget
6/29/2011

Rep. Tarah Toohil (R-Luzerne) issued the following statement on the 2011-12 budget bill which passed the House of Representatives today:

“The budget we passed today is a responsible, realistic, and sustainable plan.  At $27 billion, it reduces last year’s spending by more than $1 billion and it begins streamlining state government by eliminating nearly 100 line items of wasteful, non-essential, and duplicative programs.  This budget puts more money towards our children's education.  In fact, today’s basic education funding is the largest allocation in state history.

“However, with the loss of the federal stimulus money paired with tough economic times, we had to make tough and painful choices.  Pennsylvania families have had to tighten their belts and now it is time that our government does the same.  We cannot go on increasing taxes and living beyond our means.  This budget stops the excessive spending and waste.  I supported this budget because it does not raise taxes on Pennsylvanians and does not borrow on the backs of our children.

“In response to those who falsely argue that the state should spend its surplus:  there is no surplus.  These are revenue overestimates that were not anticipated in last year’s projections.  You cannot have a surplus when you had a $4 billion dollar deficit which you had to balance in your budget.  You cannot have a surplus when you have $50.5 billion dollars in estimated liabilities.  The $750 million dollars we had in the rainy day fund is gone.  The government is addicted to spending rather than saving these revenue overestimates.  This is the people’s money and it should be handled wisely.  I am proud of this budget because it forges a new course in fiscal responsibility.”
