Toohil’s Juvenile Justice Bill Heads to Full Senate for Consideration

HARRISBURG – Legislation sponsored by state Rep. Tarah Toohil (R-Luzerne), in response to the “Kids for Cash” scandal in Luzerne County, was unanimously reported out of the Senate Judiciary Committee today and now goes to the Senate floor for consideration.

“I would like to thank the committee chairman, Senator Stewart Greenleaf, for moving this important piece of legislation forward,” said Toohil. “My bill is designed to prevent the kind of injustices to children that occurred in Luzerne County from ever happening again anywhere in Pennsylvania.”

House Bill 1546 would require the Juvenile Court Judges’ Commission (JCJC) to gather and analyze data from the Commonwealth’s juvenile courts to identify trends and evidence-based programs and practices to ensure reasonable and efficient administration of the juvenile justice system. It would also require the JCJC to make recommendations based on its findings to judges, the Administrative Office of Pennsylvania Courts and other appropriate entities, and post that information on the commission’s website.

“The measure gives JCJC a mandate to analyze juvenile court data carefully in order to recognize and correct problems within the system,” said Toohil. “Our goal is to identify those problems sooner than they were in Luzerne County, where judges were holding too many hearings for young defendants without counsel, accepting too many guilty pleas and putting too many kids away for minor offenses. House Bill 1546 would ensure that best practices are implemented statewide and all juvenile offenders are treated fairly.”

House Bill 1546 passed in the House of Representatives by a unanimous vote last June.
