Corbett Proposal is Beginning of Budget Process, Says Toohil

HARRISBURG – State Rep. Tarah Toohil (R-Luzerne) issued the following statement regarding Gov. Tom Corbett’s 2013-14 budget proposal. Corbett unveiled his $28.44 billion spending plan today before a joint session of the General Assembly.

“The governor’s budget address serves as a blueprint for the budget negotiations that will take place over the next several months as we develop a plan that best serves the people of Pennsylvania while continuing to spend within our means.

“I am encouraged by the governor’s proposal to increase spending for public education by $338 million. Total spending on education comes to nearly $5.5 billion, which is the highest allocation of state dollars for our school districts in Commonwealth history. The governor also wants to fund the state’s universities at the same level as the current fiscal year. I intend to scrutinize his proposal to ensure that any tuition hikes are kept to a minimum.

“Job creation is our No. 1 priority and the governor’s plan includes a number of proposals to stimulate economic growth, including a reduction of the Corporate Net Income Tax and the phasing-out of the Capital Stock and Franchise Tax.

“Pennsylvania also needs to finally address its crumbling infrastructure, which is critical to our economic future. The governor’s proposal to phase-out the cap on the Oil Company Franchise Tax to fund repairs to roads and bridges will be carefully examined to determine if it is the best solution.

“Again, today is only the start of the budget process. There is much hard work to be done before June 30, when a final version of the 2013-14 spending plan has to be in place.”
